Following a strong Republican victory in mid-term elections in the United States on 6 November 2002, European Union diplomats warned that a buoyant American administration had little reason to shift its stance from a unilateral to a multilateral one. Europe appears ever more unable to speak with one voice on foreign policy issues. Many European governments believe transatlantic relations will develop into a pattern of US unilateralism and selected bilateralism.
