A report, 'Environmental Signals 2002', published in May 2002 by the European Environment Agency reveals that nine Member States are lagging behind their targets for reducing emissions of the gases responsible for global warming. The European Union as a whole succeeded in reducing emissions of greenhouse gases by 3.5% between 1990 and 2000, but this success was almost wholly thanks to the efforts of Germany and Britain.
