At the European Council in Seville on 21 June 2002 Austria suggested postponing a European Union Summit planned for October 2002 to name which countries would be ready to join by 2004. The timetable agreed at the Laeken European Council in December 2001 specifically agreed that negotiations would be completed by the end of 2002.
