The study was requested as background information for the Task Force 'Convention' and has two objects: first, to take stock of the current legal status of the Charter and of problems related to the various options envisaged for giving it a more binding legal character. Secondly, the document comprises a comparison of how fundamental rights are protected at the institutional level and how their respect is ensured at the judicial level in the Member States. |
