The Council reached political agreement on the substance of the proposed Directive on Market Abuse and the proposed Directive on Financial Conglomerates. The Council adopted a mandate for the European Union's Economic and Finance Committee for future work on financial stability, supervision and integration. The Council adopted definitively a Directive and a Regulation to modify the rules for applying value added tax (VAT) to digital products. The Council also adopted definitively the new Postal Services Directive. There was also discussion of taxation of savings contacts with non-EU countries and energy taxation.
