At the General Affairs Council on 29 October 2001, EU ministers argued over political and economic control of the Stability Pact for south-eastern Europe. The issue was raised in a letter signed jointly by Javier Solana, the EU's High Representative for the Common Foreign and Security Policy, and Chris Patten, European Commissioner for External Relations. The letter made three recommendations: the pact should continue to work in the same way with the same resources; it should be refocused to take account of changes since June 1999 when it was established or it should be wound up. Member States must resolve their differences by the end of November 2001 when the contract of the Pact's special co-ordinator, Bodo Hombach, ends.
