Major feature. The European Commission's annual progress reports on the candidate countries, published on 13 November 2001, say that the divided island of Cyprus should be able to complete negotiations to join the European Union by the end of 2002, and should be ready to join by 2004. The EU is committed to admitting Cyprus to the Union, despite the risk that Turkey would respond by annexing the north of the island.
