At an extraordinary session of the General Affairs Council in Luxembourg on 17 October 2001, there was criticism of the Belgian Presidency in presenting draft conclusions that focused primarily on the humanitarian aspects of the crisis. Germany, Italy, Spain, Britain and France felt the proposals were too narrow in considering not only how the EU could combat terrorism in its own states but also what the EU could practically do about Afghanistan. A final text was agreed which took into account the military and political aspects of the crisis and also maintained 'total solidarity' with the US in its fight against terrorism.
