Europe has held the line impressively in response to the US-led attacks on Afghanistan, but the author argues that the creation of the proposed rapid reaction force by 2003 will be impossible without an extra-effort by cash-strapped governments. Europe is still behind in efforts to modernise its forces and it remains dependent on Nato firepower and technology. Europe's politicians need to address these weaknesses. |
