At the Agriculture Council meeting in Brussels on 23 July 2001, Margaret Becket, UK Secretary of State for Environment, Food and Rural Affairs, said that the UK wanted the quota system of support for the sheep industry to be made more flexible. The changes would allow Britain to reduce the size of its sheep flocks following the foot-and-mouth epidemic.
