Laurent Fabius, the French finance minister, retaliated on 6 July 2001 to a suggestion by Paul O'Neill, the US Treasury Secretary, that Europe 'needed to play a locomotive role' in the world economy by saying that the main cause of the global economic situation was the slowdown in the US together with the rise in the price of oil.
