Belgium, which takes over the European Union presidency in July, suggested that the EU be given powers to levy taxes to help meet its annual budget costs. Didier Reynders, the Belgian finance minister, said in a speech at the Brussels Economic Forum, 3 May 2001, that his government wanted to put the issue on the agenda of the European Council, Laeken, December 2001.
