Brussels initiated cartel proceedings against banks in seven countries - Germany, Portugal, Ireland, Finland, Belgium, the Netherlands and Austria - in 1999 on suspicion that they were fixing the rates for converting currencies in the euro-zone. Proceedings are now being dropped in most cases as banks change their practices.
