The euro has made a slow recovery since November 2000. According to Catherine Lee, economist at the Royal Bank of Scotland, the European Central Bank may not be in favour of a marked appreciation in the euro, though it would not publicy admit to holding such a view. Some euro-zone politicians also seem to fear the negative impact of a stronger euro on eur-zone exports to the US.
