The theme of the meeting was 'Prosperity through Entrepreneurship and Enterprise: Building the Knowledge-Based Economy'. At the European Council summit of Lisbon in 2000, the heads of government and state decided on the so-called Lisbon strategy, i.e., that the EU will be the most competitive region in the world by the year 2010. The discussions of the ministers for industry at the conference in Manchester focused on how to realise this objective.
