On a visit to Moscow by an EU Troika of representatives, 8 September 2008, Dmitry Medvedev, Russia’s President, agreed to dismantle Russian checkpoints in Georgia and replace its troops with 200 European Union monitors by 1 October 2008. This was considered a breakthrough in peace negotiations that had been at stalemate for the past several weeks. After the talks with the Russian President, President Sarkozy of France (in his capacity as current President of the European Council) said negotiations on a new EU-Russia partnership agreement could resume 'as early as October' if the measures were enforced. |
