Ukrainian Prime Minister Arseny Yatseniuk said on 27 August 2014 that Kyiv knew of Russian plans to halt gas flows during winter to Europe. The warning came less than 24 hours after a meeting between Russian President Vladimir Putin and his Ukrainian counterpart Petro Poroshenko as well as Europe's main energy diplomat Günther Oettinger, which included talks to secure Russian gas flows during the peak demand winter. Vice-President Oettinger held a meeting with Russian Energy Minister Alexander Novak in Moscow on the 29 August 2014. In this meeting, he reiterated his proposal to have an interim solution to the situation including an interim gas price. According to a study publish by the Insitute of Energy Economics at the University of Cologne on the 3 September 2014, Finland would experience gas shortages even if Russia cut off exports just for one month, while other EU countries would last between three to nine months without Russian gas. |
