Van Rompuy fleshes out plans for two-tier Europe, eurozone budget

European Council President Herman Van Rompuy in collaboration with the Presidents of the Eurogroup, European Commission and European Central Bank, tabled proposals on the 6 December 2012 to deepen the Economic and Monetary Union, fleshing out plans for a two-tier Europe with the eurozone at its core.

The proposals would be discussed at the European Council summit on the 13-14 December 2012.
