Media reports suggested in July 2015 that an agreement had been reached between German chancellor Angela Merkel, her Bavarian rival Horst Seehofer, and her center-left partner and energy minister Sigmar Gabriel regarding a self-set target for lower carbon emissions ahead of key UN climate talks in December 2015.

Their talks sought to resolve disputes threatening to derail Germany's ambitious plan to phase out nuclear power generation by 2022 and to obtain nearly half of its power from renewable sources by 2025 - without harming the economy or jobs.

The agreement includes a decision to shut down several coal-fired plants. However, changes in the original target on this topic received criticism from environmental organisations.
