Media reports suggested in July 2015 that an agreement had been reached between German chancellor Angela Merkel, her Bavarian rival Horst Seehofer, and her center-left partner and energy minister Sigmar Gabriel regarding a self-set target for lower carbon emissions ahead of key UN climate talks in December 2015.
