Protesters clashed with riot police in Kyiv on the 19 and 20 January 2014 amid renewed anti-government demonstrations in the Ukrainian capital. Tens of thousands of people rallied in defiance against strict new curbs on protests enacted without consultation the previous week. It was reported that Ukraine's President Viktor Yanukovych agreed to negotiate with the pro-EU protesters and opposition leaders after the violent clashes. The EU Foreign Affairs ministers adopted Conclusions on the situation in Ukraine at the Foreign Affairs Council in Brussels on the 20 January 2014. The Council expressed deep concern about the legislation passed by the Verkhovna Rada (Ukrainian Parliament) on 16 January 2014 under doubtful procedural circumstances. BBC News, RIA Novosti reported on the 22 January 2014 that the anti-government protest movement in Ukraine was reporting that two people had died following clashes with police.
