Ukraine's acting president Oleksandr Turchynov said on the 13 April 2014 that a full-scale operation involving the army would be launched in the east after pro-Russian militants seized government buildings. NATO said on the 13 April 2014 that it was extremely concerned about the further escalation of tension in Eastern Ukraine. It saw a concerted campaign of violence by pro-Russian separatists, aiming to destabilise Ukraine as a sovereign state. An emergency meeting of the United Nations Security Council on the fallout from the latest escalation in the country also took place on the 13 April 2014. Assistant Secretary-General for Political Affairs, Oscar Fernandez-Taranco briefed the meeting and warned that the crisis would only deepen unless intensive efforts were made by all sides to de-escalate the situation. At the UN Security Council meeting Russia urged the authorities in Kiev not to use force against the pro-Russian protesters in eastern Ukraine. But Ukraine's UN ambassador Yuriy Sergeyev said Moscow had artificially created the crisis in eastern Ukraine. EU Foreign Ministers discussed the issue at a Foreign Affairs Council meeting in Luxembourg on the 14 April 2014. The Ministers agreed that they would they would impose 'further costs on Russia over its actions in Ukraine, as unrest continued in the east of the country. US president Barack Obama told his Russian counterpart in a phone call that Moscow would face further costs for its actions in Ukraine and should use its influence to get separatists in the country to stand down. |
