To defuse the tensions in eastern Ukraine, acting President Oleksandr Turchynov proposed on the 14 April 2014 a referendum on the federalisation of the country. At the same time he asked the UN to send in peacekeeping forces. Commentators doubted Kiev would be able to bring the situation under control and see help from abroad as the only solution to the crisis. EurActiv and other news sources reported that Ukrainian forces had launched a 'special operation' on the 15 April 2014 against separatist militias in the Russian-speaking east. Russian President Vladimir Putin warned that Ukraine was 'on the verge of civil war'. At the Foreign Affairs Council held on the 14 April 2014 [see earlier record], EU ministers said they were looking forward to the Commission's evaluation of the legal consequences of the annexation of Crimea by Russia, and to the related proposals for economic, trade and financial restrictions regarding the peninsula. According to EU diplomats, Crimea is “occupied territory” comparable to the Palestinian territories occupied by Israel since June 1967. Speaking to press after a regular meeting of EU defence ministers in Luxembourg on the 15 April 2014, the deputy chief of the EU’s external action service, Maciej Popowski, said the Ukraine crisis was a 'wake-up call' for EU countries’ defence spending. |
