Media reports suggested in September 2015 that violence in eastern Ukraine had decreased to its lowest level since the start of the conflict, as a summit to discuss the peace agreement in Ukraine was scheduled by the Normandy group (France, Germany, Russia and Ukraine) to take place on 2 October 2015. The decreasing violence was seen as a result of the approval on 1 September 2015 by the Ukrainian parliament of laws which provide more autonomy to rebel-held areas, in line with the Minsk peace deal. However, the United Nations said that civilian casualties had more than doubled in the three months to mid-August, largely due to shelling by heavy weapons. |
