At the European Council, Brussels, 15-16 October 2015 United Kingdom Prime Minister David Cameron said he would set out in more detail his government's demands for a renegotiation of the terms of its relationship with the EU in November 2015, prior to a more substantive discussion of this by EU leaders at the European Council in December 2015. In the last days of October 2015 Politico reported on the strategy the European Commission was expected to use to deal with the UK demands when presented (see related urls from Politico 26 and 29.10.15). The Commission was 'aiming for a swift solution that avoids treaty changes or a prolonged political battle'. In early November 2015 it became clear that the letter that the UK Government was to send to President of the European Council Donald Tusk outlining UK demands would be published on the 10 November 2015. UK Foreign Secretary Philip Hammond said on the 8 November 2015 that there would have to be 'substantive' changes in various areas if the government was going to persuade Britons to vote to remain in the EU in the referendum planned before the end of 2017.
