The real problem with Mogherini’s Russia paper

On the 19 January 2015, the foreign ministers of the European Union discussed relations with Russia, taking as their departure point the 'issues paper' prepared by the European External Action Service under High Representative Federica Mogherini taking the lead role. This paper, published the previous week by the Financial Times, had already created a minor storm because it was interpreted as advocating a return to 'business as usual' with Russia.
