Over the past three years Ukraine's territorial integrity has been compromised: the annexation of Crimea by the Russian Federation and its support for separatists in the east has caused turmoil and human losses are mounting. The war in Eastern Ukraine has claimed more than 10,000 lives and forced 1.8 million people to flee their homes, yet the second Minsk Accord, negotiated in September 2015 by the Normandy Contact Group consisting of France, Germany, Ukraine and Russia, remains in deadlock.

Any resolution will require a robust response from the international community but questions remain as to whether these countries will provide decisive support for Ukraine to defend its territorial integrity.

Ukrainian President Poroshenko outlined in a lecture at Chatham House on the 19 April 2017 the challenges ahead and offered his views on what kind of leadership was needed, how to consolidate solidarity, restore peace, reinforce wider European security and sustain the transformation of Ukraine.
