The Council of the European Union reached an agreement on 8 November 2016 regarding the criteria and the process for the establishment of an EU list of non-cooperative jurisdictions in taxation matters.

The Council's conclusions highlighted that work continued on potential defensive measures at EU level, with an agreement aimed until the end of the year.

The proposal to set up a common blacklist for tax havens was formally adopted by the European Commission in September 2016.
