Syria ‘Ceasefire’ Is a Missed Opportunity

Without agreement between Russia and the US over who can be considered legitimate opposition groups in Syria, the deal agreed at Munich on the 11 February 2016 by representatives of the International Syria Support Group will only reinforce the weakened position of the moderate opposition.
