Swedish local press revealed in April 2014 that for months, the Swedish government held secret negotiations with Romania, in an attempt to help Roma migrants in Sweden.

According to Stockholm's Social Administration, 90% of the rising number of beggars come from Romania.

The strategy would be for Romania to make better use of EU funds to help its citizens. However, negotiations failed and Sweden turned to the European Commission to seek an alternative.
