Following the request of the European Council of 30 August 2014 regarding the situation in Ukraine, the European Commission adopted on the 3 September 2014 for consideration by Member States proposals for the EU to take significant further steps. These proposals would complement those adopted on 31 July 2014 and regard access to capital markets, defence, dual use goods, and sensitive technologies. Following the announcement of a ceasefire between Ukraine and its rebel forces on the 5 September 2014 EU leaders suggested that plans for implementing the sanctions on the 8 September 2014 would go ahead but could be withdrawn if the ceasefire held and Russian troops were clearly withdrawn from Ukraine. |
