On the occasion of his State of the Union speech on 14 September 2016, European Commission president Jean-Claude Juncker set out plans to enhance security in Europe. This would be achieved by improving the exchange of information in the fight against terrorism and strengthening external borders. The Communication adopted by the European Commission presents a set of practical and operational measures to accelerate the implementation of the European Agenda on Migration and the European Agenda on Security and to pave the way towards an effective Security Union. The proposals include: + the operational delivery of the European Border and Coast Guard; + adoption and implementation of the EU Entry-Exit System (EES), proposed in April 2016 together with a supporting amendment to the Schengen Borders Code; + establishment of a European Travel Information and Authorisation System (ETIAS), with the Commission expecting to present a legislative proposal in November; + enhanced relevance for the European Counter Terrorism Centre (ECTC) as well as the European Migrant Smuggling Centre and the European Cybercrime Centre; + adoption by December 2016 of an Action Plan on document security to make residence cards, identity documents and Emergency Travel Documents (ETD) more secure. |
