State of the Union 2016: Commission proposes modern EU copyright rules for European culture to flourish and circulate

On the occasion of his State of the Union speech on 14 September 2016, European Commission president Jean-Claude Juncker set out proposals on the modernisation of copyright rules as part of the Digital Single Market strategy. These proposals include:

+ Better choice and access to content online and across borders. It complements the proposal on the portability of online content from December 2015;

+ Improved copyright rules on education, research, cultural heritage and inclusion of disabled people (including access to text and data mining - TDM, as well as the implementation of the Marrakesh Treaty);

+ A fairer and sustainable marketplace for creators, the creative industries and the press.

These proposals also complement the revised Audiovisual Media and Services Directive. The Commission was scheduled to improve enforcement of all types of intellectual property rights, including copyright, later in the year.
