The head of the centre-right nationalist CiU Catalan government, Artur Mas, and the leaders of the Catalan Republican Left (ERC), the Initiative for Catalonia Greens (ICV) and the left-wing CUP party reached an agreement on the 12 December 2013 regarding the questions that would be posed were a referendum on self-rule for the northeastern region to be held. They want a referendum to be held on the 9 November 2013. Spain's Prime Minister Mariano Rajoy vowed later on the same day to prevent Catalonia from holding its referendum. European Council President Herman Van Rompuy who was in Madrid for discussions with the government said he was 'confident' Spain would remain united. He warned that any new independent state would have to apply to become a member of the European Union, subject to ratification by all member states. |
