Spanish Prime Minister Mariano Rajoy asked the Council of State on the 24 October 2014 to analyse the latest steps taken by the Catalan government to hold a 'consultation of citizens' on self-rule on the 9 November 2014. The Council of State was to provide a ruling within a week. The Permanent Commission of the Spanish government's State Council unanimously approved on the 30 October 2014 a ruling in favour of appealing the alternative vote on Catalan independence planned for the 9 November 2014. The Spanish Cabinet confirmed on the 31 October 2014 that it would file an appeal at the Constitutional Court against the unofficial referendum following the State Council's ruling. On the 4 November 2014 El País reported that the ongoing legal showdown between Madrid and Barcelona entered a new stage that day, when the Catalan government announced it would press on with the informal referendum on self-rule ('non-official process of popular participation') despite the actions by the Spanish government to stop it going ahead. Catalonia would take the Spanish government before the Supreme Court for 'violating the fundamental rights' of Catalans who wished to vote on the 9 November 2014. The vote would go ahead. On the 6 November 2014 the Spanish government suggested that it would no longer attempt to block the vote from taking place as long as the Generalitat did not 'promote' it, and instead delegated responsibility to private associations. |
