On the 6 November 2013 the Party of European Socialists confirmed that Martin Schulz would be their ‘candidate designate’ for European Commission President for the five year period from 2014. Over the following next four months, Schulz would engage with Socialist and Social Democrat Member Parties across the EU before he officially became the ‘common candidate’ at the PES election Congress on 1 March 2014. The PES Member parties would campaign in the European Parliament elections in May 2014 with a view to becoming the biggest group in the assembly. Under the provisions of the Lisbon treaty (Article 17), the new Parliament would take a vote to decide the next European Commission President. The post would be formally nominated by the European Council, but if the Parliament rejects this nominee, the Council must find a new nominee within one month. On 13 January 2014, the president of the European parliament, accompanied by his French counterpart, paid a visit to high school students in the Parisian suburbs of Seine-Saint-Denis, where abstention at EU elections hit record low levels in 2009. On the 26 January 2014,Germany's centre-left SPD confirmed it would endorsing Mr. Schulz as their top candidate to replace José Manuel Barroso as the head of the European Commission. |
