Russian gas supplier Gazprom announced on the 16 June 2014 that it had implemented a prepayment plan for the delivery of Russian fuel to Ukraine’s Naftogaz. 'The decision was made because of the chronic non-payment by Ukraine’s Naftogaz. Arrears by the company for Russian gas deliveries stand at $4.458bn', a statement from Gazprom said. The decision to switch to pre-payment scheme was delayed several times in June 2014, and came into force after a further round of talks between European Commission, Ukrainian and Russian officials brought no agreement late on the 15 June 2014. Commentators voiced concern about Europe's energy security and called on the EU to make itself independent of Russian gas. Ukraine said on the 17 June 2014 that it was treating an explosion at a pipeline carrying Russian gas to the rest of Europe as a possible "act of terrorism", intended to discredit Ukraine as a reliable supplier. |
