The Cooperation and Verification Mechanism (CVM) was set up at the accession of Romania to the European Union in 2007. It was agreed that further work was needed in key areas to address shortcomings in judicial reform and, the fight against corruption. Since then CVM reports have charted the progress made by Romania and have sought to help focus the efforts of the Romanian authorities through specific recommendations. The CVM has played an important role in the consolidation of the rule of law in Romania as a key facet of European integration. Monitoring and cooperating with the work of the Romanian authorities to promote reform has had a concrete impact on the pace and scale of reform. The Commission's conclusions and the methodology of the CVM have consistently enjoyed the strong support of the Council, as well as benefiting from cooperation and input from many Member States. This report summarises the steps taken over the past year and provides recommendations for the next steps. It is the result of a careful process of analysis by the Commission, drawing on inputs from the Romanian authorities, civil society and other stakeholders. The quality of information provided by the Romanian authorities has improved substantially over time – itself an interesting reflection of progress in management of the reform process. |
