Summary: The European Commission presented on 7 June 2017 a proposal for a Regulation establishing the European Defence Industrial Development Programme (EDIDP), which aims at supporting the competitiveness and innovative capacity of the EU defence industry. The Council of the European Union adopted its general approach on this proposal in December 2017, followed by the European Parliament in February 2018. An informal agreement between the institutions was reached in May 2018. The European Parliament voted on the dossier during its July 2018 plenary session. The Parliament and the Council adopted the new Regulation on 18 July 2018. Further information: Together with the draft law, the Commission also issued a Communication setting out the framework for a European Defence Fund (EDF). This Regulation is proposed in that context. In November 2016, the Commission released the European Defence Action Plan, in which the EDF was featured as a key element. A month later, the European Council also endorsed the initiative. Also on 7 June 2018, a reflection paper was released by the Commission in which it sets out possible scenarios for the future in the area of European defence. |
