Thousands of refugees were stranded outside Budapest's Keleti train station on the 1 and 2 September 2015, waiting to be allowed to continue their journey westwards. The Hungarian police allowed people to travel by train to Austria and Germany on the 31 August 2015, then closed the station on the 1 September 2015. Europe was witnessing apocalyptic conditions, some commentators worry in articles in the European press. Others were heartened by local demonstrations of support for the refugees.

Many inside and outside criticised the Hungarian government of Viktor Orban for building a fence along Hungary's border with Serbia in an effort to repel migrants from entering the country.

Jean Asselborn, the Minister of Foreign Affairs of Luxembourg, the current EU Presidency country, criticised Mr Orbán on the 3 September 2015 for saying refugees should not come to Europe, and that Muslims were not welcome in Hungary.

On the 5 September 2015 Austrian Chancellor Werner Faymann announced both Austria and Germany would grant unhindered entry to the migrants in Hungary who would be brought to the Hungarian-Austrian border by bus.
