Agustin Carstens, the underdog candidate to head the International Monetary Fund, accused European governments in June 2011 of trying to pre-empt the fund’s succession process and failing to tackle their own debt problems.

Mr Carstens, Mexico’s central bank governor, was battling Christine Lagarde, French finance minister, to lead the IMF.
