The purpose of the Interinstitutional Agreement is to implement budgetary discipline and improve the functioning of the annual budgetary procedure and cooperation between the institutions on budgetary matters, as well as to ensure sound financial management. This draft Agreement replaces the previous Interinstitutional Agreement of 2 December 2013.

The Agreement is in three parts:
– Part I contains provisions related to the multiannual financial framework (MFF) and to the special instruments.
– Part II relates to interinstitutional cooperation during the budgetary procedure.
– Part III contains provisions related to the sound financial management of Union funds.

The European Commission on 2 May 2018 proposed a pragmatic, modern, long-term budget for the 2021-2027 period. The package of proposals was set out in the Communication 'A modern budget for a Union that protects, empowers and defends. The Multiannual Financial Framework 2021-2027'.
