Summary: The European Commission adopted on 3 February 2017 a proposal for a Regulation which prolongs the suspension of the EU Emissions Trading System (ETS) for extra-EEA flights. This would allow for the gradual adoption of a global market-based measure adopted by the International Civil Aviation Organisation (ICAO). The Council of the European Union adopted its general approach regarding this proposal on 21 June and the European Parliament adoptes its negotiating position on 13 September. An informal interinsitutional agreement was reached on 18 October. It was formally adopted by the co-legislators on 12 December. Further information: The limits to emissions from flights would therefore only apply with the European Economic Area (EEA). The initiative prolongs beyond 2016 the reduced scope of Regulation No 421/2014, which keeps international flights from and into the EEA outside the emission trading scheme (EU ETS). The ICAO Assembly reached an agreement in October 2016 on a global market based measure (GMBM) to address international aviation emissions. The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) starts with a pilot and voluntary phase in 2021 and becomes compulsory from 2027. Emissions data should be collected from 2019. |
