Summary: Directive (EU) 2019/520 - adopted by the European Union on 19 March 2019 - which updates rules on electronic road toll systems and includes a legal basis for the sharing of national vehicle registration data among EU Member States. Further information: Directive 2004/52/EC on the interoperability of electronic road toll systems (also known as the EETS Directive) first set out rules for Member States introducing road-charging systems based on electronic tolling services. Subsequently, Decision 2009/750/EC provided a definition of the European Electronic Tolling Service (EETS) and its technical elements. EETS aims to provide a tolling system for which EU road users can pay with one subscription contract, one service provider and one on-board unit. In May 2017 the European Commission proposed a recast of the existing legislation in order to make it more effective. It also looked more precisely into the different categories of EETS market players, as defined in Decision 2009/750/EC. The proposal was presented on 31 May 2017 within the context of the Commission’s 'Europe on the Move' package that seeks to modernise mobility and transport. The European Parliament's plenary session approved a common position and mandate for negotiations in June 2018. The Council of the European Union adopted its general approach on 7 June. An informal agreement between co-legislators on a compromise text was reached on 20 November. This was formally endorsed by the Parliament on 14 February 2019, followed by the Council on 4 March. The Directive was published by the Official Journal on 29 March and measures should be applied by the Member States from 19 October 2021. |
