The decrease in irregular arrivals was confirmed throughout 2017 and the first months of 2018, while work continued to save lives, tackle root causes, protect Europe's external borders, and further strengthen cooperation with international partners.

As the overall situation remained fragile, additional efforts and financial resourced were required from the Member States and the European Union to ensure a continued response to the migration challenge.

Background information:

The European Union experienced since 2015 the largest number of arrivals of refugees and migrants since the end of the Second World War. The EU and its Member States were not sufficiently prepared to respond effectively, which caused a powerful impact across the region. The integrity of both the Common European Asylum System and of the Schengen area of free movement for European citizens was put into question.

In April 2015, the European Commission put forward its 'Ten point action plan on migration', followed by a comprehensive European Agenda on Migration on 13 May to address both immediate challenges and the structural weaknesses of the existing EU migration and asylum policy.

The European Commission published on 14 March 2018 a progress report on the implementation of the different initiatives in the framework of its European Agenda on Migration.

The report includes annexes on the EU Trust Fund for Africa, the Facility for Refugees in Turkey, the European Border and Coast Guard Agency, Relocation and Resettlement, and the main elements for developing the European Integrated Border Management Strategy.
