In response to the tragic loss of life when the Rana Plaza complex collapsed in April 2013, the EU took action later in 2013 through a Sustainability Compact to promote better labour rights and more responsible supply chain management in garment manufacturing in Bangladesh.

A report published by the Commission on 8 July 2014, reviewed progress made and outlined steps that still needed to be taken. The report was to be used as a basis for discussions in a follow-up stocktaking exercise in Brussels, to which key stakeholders were to be invited.
