The European Parliament considered on 10 June 2014 that the European Union should critically re-assess its relations with Russia. According to its members, relations between the two sides were profoundly damaged by Russia's violation of democratic principles, fundamental values and international law with its violent action and destabilisation of its neighbours. The chamber called for the EU to come up with a soft-power contingency plan to counter Russia’s aggressive and divisive policies, and defended that members states should maintain their unity in the context of Russia’s illegal annexation of Crimea and its direct involvement in the war in Ukraine. They also urged EU countries to refrain from bilateral deals with Russia which could harm this unity. Media sources reported that extreme right parties united their vote in the European Parliament against the resolution. The text mentioned deep concerns 'at the ever more intensive contacts and co-operation, tolerated by the Russian leadership, between European populist, fascist, and extreme right-wing parties on the one hand and nationalist groups in Russia'.
