The European Parliament's civil liberties committee approved on 15 July 2015 draft rules on sharing and protecting the Passenger Name Record (PNR) data of people flying to or from the European Union, and its use by member states and Europol to fight terrorism and serious transnational crime

Members of the committee stated that this data should only be used to prevent, detect, investigate and prosecute these crimes, inserting safeguards to ensure 'the lawfulness of any storage, analysis, transfer and use of PNR data'.

The rapporteur was given a mandate to start negotiations with the Council of the European Union regarding these draft rules, aiming at a consensual text.
