On the 3 April 2014, the Members of the European Parliament approved an updated deal on aviation emissions, after rejecting an earlier proposal in March 2014. This was a result of the European Commission's move to water down its proposal on the previous day.

Under the new rules, EU legislation on aviation emission allowances will only cover intra-EU flights until the start of 2017, but will apply to all flights to or from the EU thereafter.

The new legislation also requires EU member states to report on how they spend revenue from auctioning emission allowances.
