The President of the European Council Donald Tusk circulated to the governments of the EU Member States on the 2 February 2016 his proposal for a new settlement for the United Kingdom within the European Union. The proposal concerned the issues of economic governance, competitiveness, sovereignty and social benefits and free movement. UK Prime Minister David Cameron said that the draft deal which aimed at keeping the UK in the EU would deliver the 'substantial change' he had been demanding to how it was run. Further intense negotiations between officials of all the EU Member States and the EU Institutions were due to take place in the following days in advance of the European Council, 18-19 February 2016.
