The Intergovernmental Panel on Climate Change (IPCC) issued a report on the 31 March 2014 that said the effects of climate change are already occurring on all continents and across the oceans. The world, in many cases, was ill-prepared for risks from a changing climate. The report also concluded that there were opportunities to respond to such risks, though the risks would be difficult to manage with high levels of warming. The report, titled Climate Change 2014: Impacts, Adaptation, and Vulnerability, from Working Group II of the IPCC, details the impacts of climate change to date, the future risks from a changing climate, and the opportunities for effective action to reduce risks. Scientists and officials meeting in Japan said that the document was the most comprehensive assessment to date of the impacts of climate change on the world. Separately published in April 2014 was a further IPCC report from the IPCC Working Group III 'Climate Change 2014: Mitigation of Climate Change'. The report showed that global emissions of greenhouse gases had risen to unprecedented levels despite a growing number of policies to reduce climate change. Emissions grew more quickly between 2000 and 2010 than in each of the three previous decades. According to the Working Group III contribution to the IPCC’s Fifth Assessment Report, it would be possible, using a wide array of technological measures and changes in behaviour, to limit the increase in global mean temperature to two degrees Celsius above pre-industrial levels. However, only major institutional and technological change would give a better than even chance that global warming would not exceed this threshold. The report was the third of three Working Group reports, which, along with a Synthesis Report due in October 2014, would constitute the IPCC’s Fifth Assessment Report on climate change. The earlier reports were released in September 2013 and in March 2014, and laid out evidence that human activity was causing global warming and examined the impact this would have on human life. The April 2014 installment investigated solutions, with particular focus on curbing industrial greenhouse gas emissions. |
